SUMMARY: That's how Washington Post columnist David Ignatius described INR. Ignatius wrote that INR owes its success to "a culture that supports dissent -- and demands expertise...When that kind of intolerance for mediocrity is shared throughout the intelligence community, we'll know that reform has really begun." Ignatius advised, "people should take a careful look at one of Washington's hidden jewels -- the State Department's tiny Bureau of Intelligence and Research."
